Dear Applicant,
Thank you for your patience while we waited for Department of State guidance related to the September 4 injunction issued by the U.S. District Court for the District of Columbia. This injunction instructs the State Department to process Diversity Visas in program year 2020, regardless of the restrictions of Presidential Proclamations 10014 and 10052, which both restrict most immigrants from entering the United States.
All travelers from Poland are still subject to Presidential Proclamation 9993, which restricts almost all travel from the Schengen Area to the United States. Proclamation 9993 precludes us, with some exceptions noted here
https://travel.state.gov/content/trave...tions.html, from issuing a visa to anyone who is physically present in a Schengen country – this includes Diversity Visas. The September 4 injunction did not affect the enforcement of this Proclamation, and we must continue to follow its restrictions. We cannot issue a diversity visa to applicants subject to P.P.9993.
If you believe you qualify for an exception to P.P. 9993 please respond to this email with your full name and date of birth (and the full names and dates of birth of all of your family members) and a brief explanation of the reason you believe you qualify for an exception.
